People used to receive the hard copy of the registered document and file in the office of the Tahasildar for mutation.With the improvement of information technology, online registration(re-registration) has been implemented by the Government of Odisha to ensure transparency and time bound service delivery.Further AADHAR Number of the vendor and vendee have been made mandatory for registration.This has eradicated fabricated and fraudulent transactions.Assignment of unique ID to each registered document has resulted in more transparency in this field.
At present, during registration of land,the Registering Officer captures the photographs of the vendor,vendee and the witnesses.Similarly,the signature and thumb impression of the vendor and vendee are captured.After the registration process is over, the Registering Officer sends the scanned copy of the registered document electronically to the Tahasildar which is called Form-III.The Tahasildar downloads the same and initiates mutation proceeding.Years ago, after initiation of Mutation cases, those were being sent to the Revenue Inspectors for disposal as per rule.The RIs used to issue notice and conduct field enquiry.In case where mutation was allowed,they were submitting the same for approval of the Tahasildar after which the Record of Rights (RoR) used to be corrected.Aiming hassle free and timely service delivery, Revenue and Disaster Management adopted a nice system in the year 2021.Now if the RT himself has or all of the RTs have transacted the land in part or full,there is no need of field enquiry or issue of Tahasildar will allow the online mutation and RoR will be despatched through speed post.The time line mandated for the whole process is seven(7) days.The status of the mutation case can be viewed online.
