1) What is e-pauti ?
The real owner of land is the Government.The people, in whose names the Record of Rights (RoR) stands recorded,are the tenants under the state.The state has given the right to use the land to its tenants.For this, the tenants pay revenue to the state.It is called land revenue, khajana,malgujari, cistu etc.The system of collection of revenue is very old. During the time of kings, it used to be the main source of income of the state. Sometimes,the kings used to be very cruel in collecting the revenue.When there was no currency,land revenue was being collected in shape of kind.It was some portions of the produce harvested by the farmers.With the adoption of coins,the land revenue was collected in shape of cash.
So far as modern time is concerned,it is now being collected in shape of cash.The revenue authority (Revenue Inspector) generally grants a money receipt as a token of payment of such dues.It is collected annually.The Revenue Inspector is primarily responsible for collection of land revenue.Though the land revenue due from a rayat is mentioned in the RoR itself,the RI maintains a register to monitor the collection.He makes the register upto date regularly so that he could know the status of such payment tenant wise.Usually he deposits collected amount with the Tahasildar who in turn deposits in the state treasury.
Till the year 2019,land revenue was collected offline,i.e. revenue officials were collecting the dues in shape of hard cash and issuing rent receipt to the rayat.Generally the amount is very low.Sometimes,it was seen that amount spent on travelling was much more than the amount paid as land revenue.Particularly, those who stayed outside their locality,were facing such type of situation.In order to obviate this and to bring more transparency in the system, Revenue and Disaster Management Department, Odisha adopted online revenue payment system in the year 2019 and issued an enabling Gazette Notification.It introduced Online Land Revenue Payment portal or e-Pauti.
The url of the portal is: www.odishalandrevenue.nic.in.Also pauti app was launched on 5th August 2020. Now landholders can pay land revenue at a click anywhere anytime without physically visiting RI office or Tahasil office.
2) How to pay land revenue online ?
Land Revenue can be paid online through e-Pauti portal as follows:
Step-1: Login www.odishalandrevenue.nic.in
Step-2: Click on PAY LAND REVENUE
Step-3 : The following page will appear.
Fill the details and enter the captcha.
Step-4 : Click Proceed to go to the next page.
Enter the name of the depositor, relationship with the RT, Address and Mobile number, e-mail ID and enter the captcha. Then click on Continue.
Step-5 : The treasury page will appear. Here one has to select the bank, mode of payment and then click on "Proceed".
Step-6 : Please note down the transaction serial number i.e. Translno and click on the "Proceed."
It will lead to the Confirm page of the treasury portal.
Step- 7: Please click on the confirm button, the Treasury Challan Reference ID is created. Plz note down this for future reference.
Step-8: Then click on the Make Payment button on the above page. The Bank Page will open. Please make the payment. After successful payment, payment acknowledgement Slip will be generated. The Rent Receipt can be downloaded by clicking the DOWNLOAD RENT RECEIPT link available in the portal.
