As per Rule 6(8) of the Odisha Miscellaneous Rules,2019,the Revenue Officer may at his discretion issue Resident certificate on the basis of the declaration of the applicant andthe supporting documents furnished by him without further inquiry.
If any person gives false information and declaration, he shall be liable for punishment under sections 199,200 and 420 of the IPC and other relevant laws. The certificate shall be cancelled and the benefit availed thereof shall be withdrawn. The Revenue officer shall cause inquiry in some cases at random to check the genuineness of the self-declaration.

- Register in eDistrict Odisha portal, if not yet. For more information on how to register in eDistrict Odisha portal, click here.
- Log in to the eDistrict Odisha portal. Click on Apply for services. Then click View all available services. Select Issuance of Resident Certificate and click on the link.
- There are seven parts in the application Form. In the first part,fill up necessary details like name, father's name, mother's name, Gender, AADHAR Number, Marital Status, etc and uplod your photo.
- In the second part, submit your present address details like the name of the District, Village, Tehsil,RI Circle, etc. If your village is not found in the drop-down menu, then click o the "Village not in the list" and fill up your details. Then enter the years and months for which you have been residing at the present address.
- In the 3rd part, enter your Permanent Address in the same way as the second part.If your present and Permanent address are the same,then just select yes in the proper field.
- If any person other than the applicant is filing the application(as the applicant is minor or unable to manage his/her affairs), his details(name and relation with the applicant) need to be entered in Part-4 of the application form. If the applicant is filing the application himself, he should select "No" from the dropdown.
- In part -5 of the Application Form, enter the purpose for which you are filing this application.
- In part-6, read the declaration and mention the place from where you are filing the application.Click the box against "I Agree."
- In part-7, the name of the Tahasil will be selected automatically as per the address entered by you.If you want to change the Tahasil you want to apply, then select the Name of the Tahasil to which you want to submit the application Form. Here you have to select the Tahasil office in the sequence of Line Department> Office of the Tahasildar>Revenue & DM Department>Revenue Division>District>Sub Division > Office of the Tahasildar.Then Click on DRAFT if you want to submit it later, otherwise click on Submit button.
- Once you click on submit button, another page will appear where you can check the information entered by you. If you want to edit any field,it can be done here. Then you have to click on Attach Annexure button.

- Go to the portal at eDistrict Odisha. At the Right-hand top corner, there is the login button. Use your credentials and log in to the system.
- Click on "View status of Application". Then click "Track Application Status" under Menu.
- Select the Date Range and enter the Application Reference Number. Click on Get Data.
- Click on the Delivered link under Current Status.

Time required for Resident Certificate in Odisha
As per the Odisha Miscellaneous Certificates Rules,2019, it was incumbent upon the complete Authority to grant Resident Certificates to the applicant within 15 days. However, the Government of Odisha in Revenue and Disaster Management Department has reduced the timeline to 10 days through an executive instruction vide L.No. 11587/R&DM Dtd. 06.04.2021 of the Revenue and Disaster Management Department. In other words, the applicant shall be granted Resident Certificate within 10 days from the date of submission of the application.
Validity of Resident Certificate in Odisha
Resident Certificate validity in Odisha has been a much-talked-about issue. In the year 2018, Odisha Miscellaneous Certificate(Amendment) Rules,2017 was published by Revenue and Disaster Management Department vide Gazette Notification No.1831/Dtd.25.09.2018 wherein the validity of the Resident Certificate was mentioned to be 5 years. However, with the coming into force of the Odisha Miscellaneous Certificates Rules,2019, the said amendment has been inoperative. The Miscellaneous Certificates Rules,2019 is silent regarding the validity of the Resident Certificate.So the claim that resident certificate validity in Odisha is five years is not correct.

In the year 2019, the Revenue and Disaster Management Department issued Gazette Notification vide No.2099/Dtd.18.11.2019 abolishing the collection of application fee and user fee for the issue of Resdent, Income, Income & Asset, Legal Heir, Guardianship, ST,SC, SEBC and OBC with effect from 18.11.2019. So Resident Certificate is being issued free of cost by Government. So the Government is not charging any fees for Resident certificates. As anyone can apply for different certificates even using his own mobile from the comfort of his home through eDistrict Odisha Odisha portal, there is no need of visiting any Common Service Centre as people used to do earlier.
What is the difference between Resident Certificate and Domicile certificate?
A Domicile Certificate is usually issued in order to prove that a person holding such certificate is a Domicile of the respective state/UT by which the certificate is issued. In other words, it represents the permanent residence of the certificate holder. On the other hand,resident certificate provides the address where the certificate holder ordinarily resides. The Revenue Department of Odisha has issued clarification vide L.No.21913/R Dtd.09.06.2006 that granting of Domicile certificate for the state is not possible as the state cannot have a separate Domicile in view of the observations of the Hon'ble High Court of Orissa in O.J.C. No.5516 of 1996.
